Ibu Rofia arrived in New York City in 1980 from Cirebon, a city on the north coast of Central Java, and spent her first years in the restaurant trade managing Tamu, a relative's restaurant in Soho. When Tamu closed, she struck out on her own, opening Java Indonesian Rijsttafel Restaurant in Park Slope, Brooklyn, on July 4, 1992. The restaurant has operated continuously at 455 7th Avenue since then, making it one of the longer-running Indonesian restaurants in New York City.

The menu draws on recipes Ibu Rofia learned growing up in a family of five siblings, and covers a wide range of Indonesian regional cooking. Diners can order familiar staples such as nasi goreng (fried rice), mie bakso (noodle soup with meatballs), sate (skewered grilled meat), rendang (slow-cooked beef in spiced coconut milk), and gado gado (vegetables with peanut sauce), alongside soto Madura, a turmeric-spiced beef soup from East Java. The restaurant also serves rijsttafel, the Dutch colonial-era "rice table" tradition of sampling many small Indonesian dishes at once, a format that gives its full name. All chicken, beef, and lamb served are halal.

Java is open for dinner Tuesday through Friday from 5:00 p.m. to 10:00 p.m., and for lunch and dinner on Saturday and Sunday from 1:00 p.m. to 10:00 p.m. The restaurant is closed on Mondays. Beyond its food, Java has become a fixture for the Indonesian and broader Southeast Asian community in Park Slope, a neighborhood with relatively few Indonesian dining options compared to other parts of the city. Ibu Rofia has said she hopes to keep introducing Indonesian cuisine and culture to New Yorkers who might otherwise have little exposure to it, while continuing to serve a long-standing base of regulars who return for the halal rendang and rijsttafel spread.
