About Honorary Consulate of the Republic of Indonesia in Sapporo
Four days after appointing an honorary consul in Nagoya, Indonesia's ambassador to Japan, Heri Akhmadi, traveled to Hokkaido to inaugurate a second honorary consulate on 25 January 2022, naming Shigeru Nakayama, the head of the Sapporo construction firm Nakayama-gumi, as honorary consul for the island. The office is based at the Nakayama-gumi head office at Kita 19-jo Higashi 1-chome 1-1 in Sapporo's Higashi ward, an address listed in Sapporo City's own official directory of foreign consular offices in the city. At the time of the appointment, the Indonesian embassy estimated that more than 800 Indonesian citizens were living in Hokkaido, a population the honorary consul was tasked with helping the embassy in Tokyo protect and assist with consular matters, alongside a broader mandate to promote trade, investment, tourism, and cultural exchange between Hokkaido and Indonesia, including cooperation on supply chains, infrastructure projects, and the placement of Indonesian workers in the prefecture. The post has remained active in the years since: during a working visit to Sapporo in June 2026, Indonesian Ambassador Nurmala Kartini Sjahrir met with Nakayama and proposed turning part of the consulate's office into an "Indonesian Corner," a small space for displaying Indonesian books, promotional materials, and handicrafts that could serve as an informal meeting point for Japanese residents, Indonesian citizens, students, and business contacts. That proposal had not been confirmed as built at the time of writing, so it is noted here as a planned addition rather than an existing feature. As with Indonesia's other honorary consular posts in Japan, the office handles promotional and community-liaison functions rather than routine passport or visa services, which remain the responsibility of the embassy in Tokyo; during Ambassador Sjahrir's 2026 visit, for instance, passport services for around 230 Indonesian citizens living in Hokkaido were arranged separately as a temporary mobile service tied to her trip, rather than as a standing function of the honorary consulate itself. Nakayama, who leads one of Hokkaido's larger construction companies, has held the post since 2022 without a reported change in appointment. No separate email or website has been published for the office; the phone number below reaches the Nakayama-gumi head office switchboard, and visitors with consular needs such as passports or visas are generally directed to the embassy in Tokyo instead.
