When Indonesia opened a consulate in Houston in May 1982, the office occupied a single floor of a downtown skyscraper in the Post Oak Central complex; more than four decades later it operates from a dedicated 44,815-square-foot building the consulate itself purchased in 1993 at 10900 Richmond Avenue, in the Westchase district on the city's west side. The consulate's jurisdiction is unusually broad for a single post, covering Texas along with Arkansas, Alabama, Florida, Georgia, Louisiana, Mississippi, New Mexico, Oklahoma, and Tennessee, plus Puerto Rico and the U.S. Virgin Islands, a geographic footprint shaped by Houston's role as a hub for the energy sector where many Indonesian professionals and companies operate.

The building includes a small cultural exhibit space alongside its consular offices, and the consulate has historically taken an active role in community relief efforts, coordinating donations from the Indonesian community in Houston after the 2004 Indian Ocean tsunami and again after Hurricane Katrina the following year. Day to day, the office handles the routine work of any Indonesian consulate: passport renewals, visa applications, and document legalization for citizens and businesses operating across its ten-state territory.

Consular hours run Monday through Thursday from 9:30 in the morning to 1:00 in the afternoon, with Friday's hours shortened to 9:00 until noon; the office is closed Saturday, Sunday, and on both U.S. and Indonesian public holidays. As with most Indonesian missions, visitors are generally expected to schedule an appointment ahead of time rather than arrive without notice, particularly given how much territory the consulate is responsible for relative to its single physical location. With the fifth-largest Indonesian population of any U.S. metropolitan area as of the mid-2000s, greater Houston has long provided enough of a caseload to justify a full consulate-general rather than a smaller honorary post. The consulate is one of five Indonesian consulates-general spread across the United States, alongside those in Chicago, Los Angeles, New York, and San Francisco, and it remains the only one covering the Gulf Coast and the southeastern states directly, making it the closest Indonesian diplomatic point of contact for citizens scattered across a wide and otherwise underserved stretch of the country.
